Florida 2028 Elections: The Seats Democrats Can Flip Next
2028 puts the presidency, a U.S. Senate seat, every congressional seat and the entire Florida House on one ballot. Here is where Democrats start.
The Florida 2028 elections will be the biggest ballot in a generation. The presidency is open. Ashley Moody's U.S. Senate seat is up after a 2.9 point race. All 28 congressional seats, all 120 Florida House seats and half the Florida Senate are on the line. Here is where South Florida Democrats should aim.
U.S. Senate: a rematch year
Moody won the 2026 special election 50.9 to 48.0 and only earned the final two years of Marco Rubio's term. She runs again in 2028 in a presidential electorate. A three-point race in a state with an 11-point Republican registration edge is a race worth fighting for.
Congress: five seats decided by about a point
| District | Republican | 2026 margin (unofficial) |
|---|---|---|
| FL-27 (Miami-Dade) | Maria Elvira Salazar | About 0.5, recount range |
| FL-7 (Seminole, Volusia) | Ryan Elijah | About 0.6 |
| FL-13 (Pinellas) | Anna Paulina Luna | About 0.8 |
| FL-26 (Miami-Dade, Collier) | Mario Diaz-Balart | About 0.8 |
| FL-4 (Nassau, Duval, Clay) | Aaron Bean | About 2 |
Behind those sit FL-18, FL-16 and FL-2, all decided by single digits. Democrats also have seats to defend: Darren Soto's FL-9 was a half-point race, and Pia Dandiya's new FL-22 and Jared Moskowitz's FL-25 were drawn for Republicans.
Florida Senate: the odd-numbered seats
Twenty Senate seats are up in 2028. Early targets include SD-19 on the Space Coast, a special election Republicans won by under nine points in 2025, and SD-3 in the Big Bend, an 11 point race in 2024. In South Florida, SD-39 in Hialeah has been vacant since Bryan Avila left to run for lieutenant governor and will have a special election first. Democrats must defend SD-25 in Osceola, a three-point seat.
Florida House: no more free passes
Democrats need 12 more seats for a House majority. The quickest path runs through seats Republicans did not have to defend. In 2026, Republicans in HD-110, HD-111, HD-112, HD-114 and HD-120 in Miami-Dade and the Keys had no Democratic opponent. Neither did Republicans in seats around Jacksonville, Ocala, Pasco and Cape Coral. HD-87 in Palm Beach County, which flipped back to the Republicans on Tuesday, is a top pickup.
Local offices matter too
Miami-Dade will elect a new county mayor in 2028 because Daniella Levine Cava is term limited. Sheriffs, clerks, property appraisers and supervisors of elections are also on presidential-year ballots across Florida.
